The Constitution of KAIST Undergraduate Dormitory Council Last Revised in February 23rd, 2015

Article 1 General Rules
Section 1 (Name) – This council shall be named as KAIST Undergraduate Dormitory Council, hereinafter called The Council.
Section 2 (Purpose) – The Council shall serve all students living in the dormitory for their welfare and convenience. The Council shall act as a representative organization to reflect students’ demands and understanding.
Section 3 (Location) – The Council shall be located within the main campus of KAIST.
Section 4 (membership) – The members of The Council shall be constituted of the President of The Council, the Vice President of The Council, the Secretary, and the Head Proctor from each dormitory.
Section 5 (Rights and Responsibilities of a Member)
① The member of The Council must attend the Dormitory Council Regular AutonomousCommittee, hereinafter referred to as AutonomousCommittee.
② The member of The Council shall have the right to speak and the right to vote in the AutonomousCommittee.
③ The member of The Council must obey the rules of the constitution.
Article 2 AutonomousCommittee
Section 6 (Composition and Role)
① AutonomousCommittee is a plenary session which exists for discussion & decision-making and service & execution.
② AutonomousCommittee shall be composed of the members of The Council.
③ AutonomousCommittee shall promote general convenience of the students, discuss on various matters pertaining to the dormitory, and decide on suggestions and demands to be presented to the institute.
④ Amendments on the Constitution may be raised during the AutonomousCommittee.
⑤ The role and responsibility of the plenary session shall be determinedduring the AutonomousCommittee.
Section 7 (Session)
① AutonomousCommittee shall be opened by the demand of the President of the Council.
② The time and date of the regular Committee shall be adjusted at the convenience of the members of the Council. However, members shall meet more than once in a month.
③ The temporary Committee may be opened by the President of the Council or by the demands from one-thirds of total members.
Section 8 (Resolution) - Resolution shall only be made if a majority of members are present in the Committee and the majority of the attendee approves.
Article 3 – President and the Vice President of the Council
Section 9 (Position and Responsibilities)
① The President of the Undergraduate Dormitory Council, hereinafter called the President, represents The Council, and shall act as the chairman of the AutonomousCommittee.
② The President may open the AutonomousCommittee
③ The President shall be accountable for all activities resolved during the AutonomousCommittee, and shall represent the students to publicly discuss on their opinions and understanding.
④ The Vice President of the Undergraduate Dormitory Council, hereinafter called the Vice President, shall support the President. In case of the removal of the President from office, or of his death, resignation, or inability to discharge the powers and duties of the said office, the same shall devolve on the Vice President.
Section 10 (Election)
① The President shall be elected during the regular Committee held in November by the votes of the members of the Council.
② The Candidate may run for the election once he is recommended or he recommends himself. The President shall be elected only after there was two-thirds of the members present in the regular Committee and the majority of the members elects him as the President.
Section 11 (Duration and Compensation)
① The duration of the office of the President and the Vice President shall be from the first day of the Winter Semester of the elected year to the last day of the Fall Semester of the next calendar year.
② The President and the Vice President may be reelected for the office for once.
③ The President and the Vice President shall receive the compensation for their works equivalent to the amount of the dormitory fee during their times in the office.
④ The President and the Vice President shall be awarded with the hours of volunteer during their times in the office.
Article 4 – Proctors
Section 12 (Position and Responsibilities)
① The Proctors shall be composed of 11 representatives from each undergraduate dormitories (Sarang Hall, Somang Hall, Jilli Hall, Silloe Hall, Jihye Hall, 2 from Areum Hall, Mir Hall, Narae Hall, Heemang Hall, and Dasom Hall).
② The Proctors shall be members of the Council and the constituents of the AutonomousCommittee.
③ The Proctors shall attend the AutonomousCommittee opened by the President.
④ The Proctors shall be responsible for gathering of opinions, managing facilities and equipment, and participating occasions hosted by the Council.
⑤ The Proctors shall perform the miscellaneous tasks assigned to them.
Section 13 (Election)
① The Proctor shall be elected by the public recruitment during the first week of the seasonal semesters (summer or winter).
② The candidate for the Proctor shall only represent the current dormitory he resides.
③ The candidate must submit the hand-written recommendations at least from the 20 residents of the same dormitory as his.
④ The Proctors shall be elected after the document judgment and the interview.
⑤ The judgement in the election of the proctors shall be performed by the President, the Vice President, and the Secretary.
Section 14 (Duration and the Compensation)
① The duration of the office of Proctors shall be from the beginning of the elected seasonal semester (summer or winter) till the last day of the subsequent regular semester (spring or fall).
② The Proctors shall receive the compensation for their works equivalent to the amount of the dormitory fee during their times in the office.
③ The Proctors shall be awarded with the hours of volunteer during their times in the office.
Article 5 (Penalties)
Section 15 (Impeachment)
① The President, the Vice President, and the Secretary shall be removed from office on impeachment for, and conviction of, actions against the purpose of the Council and misdemeanors.
② The impeachment of the President, the Vice President, and the Secretaryshall be resolved during the AutonomousCommittee.
③ The impeachment shall be resolved by the motion to impeach by more than one-thirds of members, attendance of more than two-thirds of members during the AutonomousCommittee, and the approval from more than two-thirds of the attendees of the AutonomousCommittee.
Section 16 (Penalties and Removal of the Proctors)
① Proctors shall be subject to penalties and removal from the office on actions against the purpose of the Council and misdemeanors.
② The President shall propose the school office to suspend the compensation for the proctors who have not fulfill their duties.
③ The removal of Proctors shall be resolved by the motion to remove by the President or more than one-thirds of members, attendance of more than one-half of members during the AutonomousCommittee, and the approval of more than one-half of the attendees of the AutonomousCommittee.
Section 17 (Temporary Committee)
① In case of the absence of the President, the Vice President shall form the Temporary Committee and perform as the acting President.
② If both the President and the Vice President are absent, then Proctors shall form the Temporary Committee and fulfill their duties.
③ If any Proctor is removed from the office, a new Proctor shall be reelected after the public recruitment.
Article 6 – The Constitution
Section 18 (Amendment of the Constitution)
① The Constitution shall be amended during the Autonomous Committee by the motion by the President or more than one-thirds of members, attendance of more than two-thirds of members, and the approval of more than two-thirds of the attendees of the Autonomous Committee.
Section 19 (Application)
① The President must publicize the amended constitution within three days of the resolution.
② The Amended constitution shall be in effect three days after the publication.

Constitution of KAIST Graduate Dormitory Council Last Revised in March 9th, 2015

ARTICLE 1. GENERAL RULES
Section 1. NAME
① The official name for this organization is the KAIST Graduate Dormitory Council.
② This organization will use the name or its acronym, KGDC, in all publicity materials and correspondence.
Section 2. PURPOSE
① The purpose of this organization is to assist the Student Life Team, which is the department in charge of the operation and the management of all dormitories in KAIST. Furthermore, KGDC is the representative organization on behalf of all students living in the dormitory for the general welfare and convenience of student residents. (Article 8, 11, Management of Dormitories, KAIST rules and regulations)
② This organization is in charge of all dormitories in which graduate students reside. If a dormitory is occupied by both graduate and undergraduate students, then two dormitory councils will discuss and determine the organization in charge.
Section 3. MEMBERSHIP
① All currently enrolled graduate students who are living in or capable to live in the dormitory are eligible to be voting members.
② The officers of this organization include the chair committee (President, Vice President, and Secretary) and 12 Dormitory Leaders (Sejong Hall – 3. Galilei Hall – 2, Hwaam – 1, Munji – 1, Heemang – 2, Dasom – 1, Nadl – 1, Yeoul – 1)
③ The number of dormitory leaders may change depending on the school’s policy on the dormitory operation. (Article 11 Clause 3, Management of Dormitories, KAIST rules and regulations)
④ If a dormitory is occupied by both graduate and undergraduate students, then two dormitory councils will discuss and determine the organization in charge.
Section 4 RIGHTS AND RESPONSIBILITIES OF OFFICERS
① All officers of this organization are eligible to attend all meetings and events of this organization.
② The officers must follow the rules of the organization, listen to students’ opinions regarding the welfare of the dormitory, and act on their behalf.
ARTICLE II. THE CHAIR COMMITTEE OF THE KAIST GRADUATE DORMITORY COUNCIL
Section 5. OFFICER TITLES AND DUTIES
① The President will chair all meetings of KGDC and will call special meetings as needed.
② The President is responsible for all activities determined from the meetings. As a representative for students, the President is responsible for the public relations.
③ The President may discuss on the general issues among the students with other student organizations and will have the right to vote. Further, the President may share the progresses of works of KGDC with other organizations.
④ The Vice President is in charge of the dormitory monitoring, and will act as the President in case of the absence of the President.
⑤ The Secretary/Treasurer will take, record, and file meetings minutes; produce all official correspondence for the organization, and maintain records and report on the financial transactions of KGDC.
Section 6. NOMINATIONS AND ELECTIONS
① The Chair Committee will be elected among the dormitory leaders who have served one or more years as a dormitory leader.
② Any member may nominate any other member, including himself or herself.
③ A simple majority vote of the quorum present at that meeting will be sufficient to elect an officer. If there are more than two candidates and no candidate receives a majority, there will be a run-off vote between the top two vote recipients in the general meeting.
④ he incumbent chair committee may re-run for the office and may be reelected according to Section 6 Clause 3 above.
Section 7. TERMS OF OFFICE
① The term of office for the chair committee shall be from March of each spring semester until the end of February of the subsequent spring semester.
② The members of the Chair Committee will receive pensions for their activities from the Student Life Team.
ARTICLE III. DORMITORY LEADERS
Section 8. DUTIES AND RESPONSIBILITIES
① Dormitory Leaders shall represent their respective dormitory residents in the meeting, and perform the duties of the dormitory leaders.
② Dormitory Leaders are responsible for gathering the opinions of residents, managing the facilities, and performing other duties determined in the meeting. If dormitory leaders do not perform their duties, then they may be fined according to the KGDC rules.
Section 9. NOMINATIONS AND ELECTIONS
① All graduate students who has been living in the dormitory for more than 2 semesters may be nominated as the dormitory leader. An open election will be held to nominate the dormitory leader.
② The election will be held as an on-line voting. The candidates are openly nominated via KDS and KAIST portal.
③ The current dormitory leader may re-run for the office. The election will be held according to Section 9, Clause 2.
④ If there are no candidates for voting, then an individual will be held accordingly.
Section 10. TERMS OF OFFICE AND VACANCIES
① The term of office shall be from Mach of each spring semester until the end of February of the subsequent spring semester.
② The Dormitory Leaders will receive pensions for their activities from the Student Life Team.
ARTICLE IV. MEETINGS
Section 11. MEMBERSHIP AND RESPONSIBILITIES
① The meeting requires the participation of the chair committee and the dormitory leaders. During the meeting, activities and duties of the KGDC will be resolved and executed.
② The meeting will be held regularly in order to reflect dormitory residents’ opinions, discuss the issues transparently, and determine the dormitory operation policy and suggestions to the Student Life Team.
③ The amendments to the constitution may be proposed during the meeting.
Section 12. MEETING
① Regular meeting will be held monthly. The time and date of the meeting may be adjusted depending on the number of participants.
② The special meeting may be held by the request of 1/3 of the council members.
Section 13. RESOLUTION
① To conduct business at any meeting, one half of the entire voting membership must be present to form quorum. Any resolution of the meeting will be determined by a majority.
ARTICLE V. DETENTIONS AND VACANCIES
Section 14. DETENTIONS AND IMPEACHMENTS
① Officers may be removed from office for failure to perform duties or for violation of membership clause.
② The impeachments may be proceeded during the regular meeting.
③ If the President is impeached, then the Vice President will become the acting president. The Acting President may share his/her works with the dormitory leaders.
④ If the Vice President is impeached, then the position will be reelected among the KGDC members according to the Section 6, Clause 3
⑤ If the dormitory leader is impeached, then the position will be reelected according to the Section 9, Cause 4
⑥ The President may suspend a member and the pension for the member if the member is deemed to be irresponsible for the duties according to Section 8, Clause 2.
Section 15. VACANCIES
① If the Presidency is vacant, then the Vice President will fill up the vacancy.
② Should a vacancy in Presidency and Vice Presidency occur, the rest of the council members will form a temporary committee and perform the duties.
ARTICLE VI. Constitution
Section 16. AMENDMENTS
① The call for amendments may be raised by one-third of members of the council. This constitution can be amended by the majority vote of the entire membership at a regular meeting of KGDC.
Section 17. APPLICATION OF THE AMENDMENTS
① The amended constitution is valid upon resolution.
